Explanation
Code 10 is a broad ranging value used to indicate that nothing about a digitable publication
will interfere with the accessibility or rendering in reading systems, unless a specific
exception is declared using the <EpubUsageConstraint>
element.
This code in part assumes that authors place no restrictions on accessibility features using digital rights management (DRM), such as the ability to access the text for text-to-speech playback.
It also requires that text content not be encoded in images without adequate alternative, and that the styling of the publication not interfere with the ability of users to change the appearance (see also code 36).
More generally, the definition states that: [the] e-publication is accessible to the full extent
that the file format and types of content allow, on a specific reading device, by default, without
necessarily inluding any additions such as textual descriptions of images or enhanced
navigation
. As this requirement is somewhat open ended, it may be best to only set this code when
a publication meets WCAG 2 Level AA conformance.
