Purpose
The purpose of this success criterion is to ensure that publications have a heading structure that allows users to navigate and understand the content.
How to Meet
Digital publications are almost always structured by heading, except when intentionally authored otherwise, so there is typically nothing additional that authors need to do to meet this criterion.
The success criterion does not require headings be inserted where they are not present.
